They are, at least, better than the XCOM:EU DLC that came out before Enemy Within, because they include stuff even if you don't play the story missions. I'd say that the DLC are worth it if you are looking for some variety in your XCOMming, but are not essential.

The story missions are fun and give some insight, if not resolution on the fates of the first game's tech advisors.

Shen's adds a somewhat overpriced and underwhelming mech class, though your first unit is free (it is either a reward for the fun, if long & grueling, story mission or for doing a 10 day Proving Ground project).
